Goodman previously served on the Arizona Constable Ethics, Standards and Training Board, appointed by Governor Jan Brewer. He is a past chairman of the Arizona Board of Athletic Trainers, serving two terms.

For over a quarter of a century, Stuart Goodman has been serving public and private sector clients at the State Capitol and local governments throughout Arizona.Having prior service in state and local government, Goodman possesses significant experience in the practices of Arizona government with a wide-ranging focus on state agencies, regulatory boards and gubernatorial and legislative process and operations.

Prior to establishing the firm in July 2000, Goodman served as a senior policy advisor to former Arizona Governor Jane Dee Hull. During his tenure in the Hull Administration, he provided policy and management advice for 47 cabinet level and regulatory agencies within state government.

Before joining the Hull Administration, Goodman directed the City of Glendale's Intergovernmental Relations program. He also served as the principal policy advisor to Mayor Elaine Scruggs and the City Manager for state and regional issues. In addition to serving the interests of elected officials, Goodman has also directed the legislative and media programs for the Arizona Department of Administration and was the associate director of government affairs for the Arizona Multihousing Association.

Goodman has contributed his talents to a number of civic causes and is a past president of Public Affairs Professionals of Arizona. He is a recipient of the Phoenix Business Journal's Forty-Under-40 Award (Class of 2006). Continuing his commitment to public service, Goodman received his commission in the U.S. Navy Reserve in 1999 and served honorably through 2009. In 2003, during Operation Iraqi Freedom, Lieutenant Goodman served as a Division Officer in the Persian Gulf and Indian Ocean aboard the aircraft carrier USS CONSTELLATION (CV-64).

Goodman holds an undergraduate degree in Economics and a Master of Public Administration, both from Arizona State University. He also completed the Program for Senior Executives in State and Local Government at Harvard University's John F. Kennedy School of Government.As a Phoenix native, Goodman survives the Arizona sun by playing ice hockey in two local leagues.

Goodman and his wife, Liz, live in Central Phoenix and have four children along with an Italian Greyhound.

A 2010 graduate of the University of North Carolina-Chapel Hill School of Law, Philip is an experienced litigator and general practice attorney who has represented clients across a broad spectrum of practice areas. Nathan Poss has over 20 years of experience in both the public and private sector. A cum laude graduate of Dartmouth College, Mr. Willis earned his Bachelor's Degree in Government. He graduated from the Marshall-Wythe School of Law at the College of William & Mary. During law school, he served as a Law Clerk to then Chief Justice Myron T. Steele of the Delaware Supreme Court. He was admitted to the Delaware Bar in 2006.


In 2012, Mr. Willis was invited to become a Fellow in the Aspen Institute's Aspen-Rodel Fellowship in Public Service. This two-year nonpartisan educational program is comprised of twenty-four elected officials from all levels of government across the country. The program is designed to "bring together elected officials who have demonstrated an outstanding ability to work responsibly across partisan divisions and bring greater civility to public discourse."

He was also a Fellow in Leadership Delaware. The mission of Leadership Delaware is to recruit and mentor young Delawareans who have demonstrated exceptional leadership in the community, nonprofit, political, professional, and corporate sectors in Delaware.

Mr. Willis, his wife, Laura, and their sons, Deane and Ellwood, reside in Clayton, Delaware.

Justin joined Cornerstone as an Associate in our Kentucky Office in October 2025. In this role, he supports clients in a wide range of industries both in and out of session, conducting research and providing updates on state legislative matters and diverse regulatory issues.

Prior to Cornerstone, he served as Policy Director for the Kentucky's Council on Developmental Disabilities. In this role, he briefed state officials and legislators through policy webinars that convened agency leaders from health, education and labor alongside advocacy organizations and lawmakers to address pressing challenges. Justin also developed broad-based coalitions across government, nonprofit, and private-sector partners to advance legislation on Medicaid, IDEA/IEPs and court case management systems, shaping meaningful policy outcomes for individuals with disabilities and their families.

Justin has also served as State Director for a national issues campaign, where he placed op-eds, managed media engagement and recruited aligned groups to broaden the campaign's reach. His work has included placing high-level media pieces, drafting press releases and directly engaging members of Congress to achieve campaign goals. Justin previously worked with the Kentucky Housing Corporation.

JORGE CHAMIZO, an attorney and governmental consultant, represents a variety of clients before the Florida Legislature, Executive Office of the Governor, Agency for Healthcare Administration, Florida Department of Health, Florida Public Service Commission, and other state regulatory agencies on matters related to healthcare, energy, telecommunications, professional licensure, public procurement and business regulation.

Before joining the Firm, Jorge served as Chief Advisor to the Chairman of the Florida Public Service Commission, the state agency which regulates Florida's utilities. In that capacity, Jorge gave counsel to the Chairman on legal and policy matters related to telecommunications, energy, water, and wastewater issues coming before the Commission, assisted the Chairman in setting and implementing overall agency policy and direction, served as central contact to industry representatives, and was the Chairman's liaison to the Florida Legislature as well as state and local government agencies. Corey Elder joined the Cornerstone Kentucky team as a Vice President in December 2023.

Before coming to the firm, Corey served as a Field Representative for Representative James Comer (R-KY). In this role he collaborated with the Chief of Staff, District Director and D.C. team to align district priorities with legislative initiatives, promoting Rep. Comer's strategic vision. Also, Corey crafted and executed outreach strategies supporting Rep. Comer's goals and agenda. He fostered relationships with influential community leaders and supporters and served as Rep. Comer's eyes and ears in the district.

Before that, he was the Policy Advisor for the Kentucky House Speaker's Office in Frankfort, Kentucky. Lee Weingart is the Chairman and Founder of LNE Group and President of LNE Group West Virginia. Since 2002, Lee has cultivated LNE Group, his self-started, two-person business, into what is now one of the top advocacy and lobbying firms with transatlantic reach in the region.

Meagan and her family have called rural middle Tennessee home for eight generations. As an experienced lobbyist she puts that pride in the state to work in achieving great things for her clients. Upon graduation, he was selected as a Teach for America corps member and served a full two year term as a fourth grade teacher in Baldwin, Louisiana.Accepted at the West Virginia University College of Law, Frank deferred his enrollment to become the statewide field coordinator for the 1996 Joe Manchin for Governor Campaign.After graduating from WVU, he clerked for the Honorable Thomas H. Keadle, Chief Judge of the 26th Judicial Circuit, and then established a family law firm in his home town of Buckhannon. While at Hartman & Hartman, he managed an extensive civil and criminal caseload. Five years into practicing law, Frankreceived a gubernatorial appointment to the West Virginia Insurance Commission as the Consumer Advocate. There he was responsible for the prosecution of consumer complaints in administrative hearings and for monitoring hospital rate filings and certificate of need applications.Hartman served as Consumer Advocate until joining the Charleston law firm of Lewis, Glasser, Casey & Rollins, where he had the opportunity to work with some of the most experienced lawyers in the valley. At Lewis Glasser, Frank litigated real estate, tort, contract, and election law in state court and was a registered lobbyist for business and civil rights interests in West Virginia. He also served as the Independent Oil and Gas Association representative to Governor Tomblin's Natural Gas Vehicle Task Force. He is often found on the editorial pages of state newspapers offering comments on various issues confronting state government.

He rose to prominence in statewide political circles when in 1988, he chaired the transition team for incoming West Virginia Governor, Gaston Caperton and ultimately served as his Chief of Staff. This role led him into a career of helping guide clients through legislative and government processes. He has served the state in a variety of capacities including that of its representative to the Interstate Oil and Gas Compact Commission for which he served as its Vice Chairman. Additionally, he Co-Chaired the Higher Education Advocacy Team and championed a higher education reform effort, served two terms as Chairman of the State College System of West Virginia Board of Directors, served on the West Virginia Judicial Investigation Commission, the West Virginia Educational Broadcasting Authority, the West Virginia Prepaid College Tuition Trust Fund Board of Directors and has held leadership positions in various political and civic organizations. He is the recipient of two Distinguished West Virginian Awards of Public Service.

Previously, Marc served as chief of staff for the office of Sen. Maggie Hassan (D-NH) since 2016. In this role, he managed a team of nearly 50 staffers across the Senator's D.C. office, five state offices and subcommittee office through the Homeland Security and Governmental Affairs Committee. Before that, he also served as Sen. Hassan's campaign manager as well as her communications director when she was New Hampshire's governor. Thomas Prasol serves as the Managing Director for Demers, Blaisdell & Prasol Inc. He has been providing strategy, lobbying, and association management for clients since 2011. He brings a myriad of experience in State and Federal government beginning his professional career as a Project Assistant to U.S. Senator Judd Gregg and as Policy and Field Coordinator for several State and Federal campaigns. Kim Willson has been interested in politics for as long as she can remember and comes to Ruggerio Willson & Associates with extensive experience. Her diverse background, which covers statewide and Senatorial campaigns, local community organizations and work in the non-profit sector as well as Fortune 500 companies positions her as an immediate contributor to the success of RWW.

Kim's first foray into local politics started in college when she began working for the Delaware Volunteer Firemen's Association's (DVFA) administration. Her role with the DVFA provided Kim with first-hand knowledge of how local organizations and governments work together. It also gave her hands-on experience in cultivating those relationships, which is a skill vital to success in all aspects of government relations. Kim's next step was into national politics, serving as State Scheduler and Executive Assistant for United States Senator Tom Carper (D-DE). Following her time with Vision 2015, Kim returned to the political campaign arena, serving as Regional Field Director in Kent County (DE) for the 2008 Delaware Democratic Party Coordinated Campaign. While there, Kim worked intimately with local, state, and federal elected officials and party leaders to ensure a Democratic win from the presidential race to the local offices, along with helping to secure a democratic majority in the Delaware House of Representatives.

Most recently, Kim led Government Relations for Valero Energy Corporation, a Fortune 500 company, in Delaware. During her tenure with Valero, Kim served as the face of Valero in Delaware, representing the company in the community but also working with members of Delaware's government on all levels, including the congressional delegation, State House of Representatives, State Senate, various state agencies, and the office of the governor. Kim worked to educate all parties about the refinery. She also helped to pull together union and state business leaders in order to stop a piece of legislation that would have cost Valero several million dollars.

Kirby served as an intern for the Senate Transportation Committee during the 102nd General Assembly. There she worked on key pieces of legislation such as fiber optic right-of-way for the Intelligent Transportation System and primary restraint. Kirby attended the University of Tennessee at Martin and Western Kentucky University where she received her Bachelor of Arts in Political Science. After graduating from Western Kentucky, she served as one of the field coordinators for Andy Womack's gubernatorial campaign. In this capacity, she managed all volunteer efforts, coordinated supporter databases, and assisted the candidate at events across the state.

Holly began her lobbying career when she interned for the firm of Smith Johnson & Carr in 2002. She returned to the firm as an associate for Bo Johnson in 2003. In this capacity, she worked on many issues ranging from outdoor advertising and railroads to manufacturing and alcoholic beverages. In 2006, Kirby worked with key legislators and railroad representatives to pass legislation strengthening the railroad trespassing laws.

In 2007, Holly accepted the position of Senior Associate with the new firm, JohnsonPoss Government Relations. In this capacity she continued to focus on the wide range of business issues she had worked on previously while expanding her work scope to include a variety of education issues.
