Jimmy has been a government relations specialist with the Law Office of Philip A. Reale since 2004. A fixture at the State Capitol since 1992, when he was elected as the youngest member to the 71st West Virginia Legislature at the age of 25.

Before joining the Law Office of Philip A. Reale, Jimmy served as the Executive Director of the Gilmer County Economic Development Association (GCEDA) for ten years and was responsible for a large number of development projects including the location of a $130 million dollar medium-security Federal Correctional Institution in Gilmer County, employing nearly four hundred people. In order for the prison project to be completed, Jimmy led community efforts to secure grant funding from the federal and state government to provide the necessary infrastructure to the proposed location.

Jimmy lives in Weston with his wife Ronne Dee and their three children.

Oil & Gas Legislative and Regulatory Policy: Representing several natural gas producers operating within the Marcellus Shale on legislative and regulatory policy matters pending within the PA General Assembly and numerous regulatory agencies with oversight for Marcellus Shale activities.

Competitive Industrial Electric Rates: Assisted large manufacturing clients in enacting legislation permitting large industrial customers to negotiate competitive rates with incumbent electric utilities, paving the way for significant, historic capital investments by those customers

Economic Development Incentives: Secured tens of millions of economic incentives for clients seeking to make large capital investment and significantly increase jobs in the Commonwealth, including grants and low interest loans, transportation assistance, rail capital and community development funds.

Business Tax Reform: Successfully led a large coalition of manufacturers and high/bio tech companies to secure dramatic statutory changes in Pennsylvania's Corporate Net Income Tax structure that had penalized companies for increased capital and employee investment in the Commonwealth.

Tax Free Zones: Successfully assisted large manufacturing client with the enactment of legislation creating several state and local tax free zones throughout Pennsylvania to facilitate business expansion and relocation.

Civil Justice Reform: Successfully represented several clients in passing legislation repealing the doctrine of joint & several liability in Pennsylvania.

Procurement Bid Protests: Managed several, successful bid protests on behalf of clients that wanted to pursue a protest without jeopardizing agency relationships.

Health Care: In separate matters, successfully represented several hospitals and the pharmaceutical industry in reversing or mitigating proposed agency recommendations that would have caused significant harm to those clients.

Mr. Gleason joined K&L Gates in 2002. Prior to joining K&L Gates, Mr. Gleason served in Pennsylvania Governor Mark Schweiker's Cabinet as Secretary for Legislative Affairs. In that capacity, he advised the Governor, the Governor's senior staff and fellow cabinet secretaries on legislative, regulatory and policy matters affecting all agencies under the governor's jurisdiction. On his departure from state government, Governor Schweiker had this to say about Mr. Gleason:

From 1997 to 2001, Mr. Gleason had served as deputy secretary for legislative affairs with the office of the governor in Pennsylvania. He worked with former Governor Tom Ridge until his appointment as director of Homeland Security.

During his tenure with the office of the governor, as the Governor's liaison to Pennsylvania General Assembly legislative leaders and committee chairs, Mr. Gleason played an integral role in the enactment of the following legislative initiatives:

The creation and expansion of Keystone Opportunity Zones (KOZ), Enhancement Zones (KOEZ) and Improvement Zones (KOIZ).
Historic reforms to Pennsylvania's Medical Malpractice and Joint and Several Liability laws.
The enactment of the Commonwealth's Procurement Code.
Natural Gas Deregulation.
The Uniform Electronic Transactions Act.
Land Use Reform ("Growing Smarter").
The Environmental Stewardship Act ("Growing Greener").
The Uniform Construction Code.
Workers' Compensation Reform.

Mr. Gleason's past positions also include director of legislative affairs at the Pennsylvania Department of Labor & Industry, special projects director to the Republican Leader of the Pennsylvania House of Representatives, and special assistant to former United States Senator John Heinz.
In 2008, the Pennsylvania Report named Mr. Gleason as one of Pennsylvania's "Top 100 Most Influential People," in a list comprised of the 100 people most likely to have an impact on government and politics in Pennsylvania in 2008. In a 2004 poll conducted with state legislators, staff, lobbyists and other state policy stakeholders, he was named as "Most Effective Lobbyist" in Pennsylvania. Mr. Gleason was recently honored by the Pennsylvania Law Weekly and the Legal Intelligencer as one of forty lawyers under forty "On the Fast Track" for his work at K&L Gates and in the office of the governor.

Russell Westerberg has served in the U.S. Army and the Idaho Legislature. As a former member of the House Revenue & Taxation Committee, Westerberg has been recognized as an industry expert in tax policy. He served as the President of Associated Taxpayers for nine years before establishing Westerberg & Associates in 1987. On behalf of his clients, Westerberg has written and secured the passage of many amendments to Idaho tax, energy, tourism, aviation, liquor, hospitality, natural resource and gambling laws.

Westerberg and his wife Diane are both licensed pilots and aircraft owners. They live in Boise, Idaho and have three grown children and nine grandchildren. Westerberg is a member of AOPA and the Idaho Aviation Association. He serves on the Board of the Governors' Cup, and is a past president of the Boise Gun Club. Both he and Diane enjoy competitive clay target shooting.

Before his work in government affairs consulting, Brian served as Director of Public Affairs for The Westerly Hospital and spent more than two decades as Assistant Vice President for Government Relations at Blue Cross & Blue Shield of Rhode Island, where he led legislative, regulatory, and public affairs initiatives on behalf of one of the state's largest health care organizations. Brian earned a Certificate of Advanced Graduate Studies in Finance and a Master of Business Administration in Management from Bryant University. He received a Bachelor of Science in Health Services Administration from Providence College.

James M. Demers is the founder of The Demers Group and Demers, Blaisdell Inc., he presently serves as President & CEO of Demers, Blaisdell & Prasol Inc. Mr. Demers is a former member of the New Hampshire House of Representatives and former congressional candidate. He has over 40 years of experience in the legislative, regulatory and political fields. He has been a political commentator for numerous media outlets including ABC News, CNN, MSNBC, Fox News as well as NH news stations WMUR-TV, WBIN-TV and New England Cable News. He has been actively involved in advising presidential campaigns, serving as co-chairman of President Barack Obama's NH campaign in 2008. He presently serves on the advisory board of the NH Institute of Politics at St. Anselm College, chairman of the NH International Trade Advisory Commission and he is a "political insider" for Politico and the National Journal. Russell Hightower is a senior government affairs and public policy strategist with more than 20 years of experience advising clients on their legislative, regulatory, and political needs across Georgia, South Carolina, and North Carolina. He is a member of the firm's lobbying and government relations consulting practice and brings deep experience in complex permitting, regulatory strategy, and public-sector engagement. Clients view him as a trusted advisor on transactions, stakeholder engagement, and long-term strategic planning.

Russell has long-standing relationships with elected officials, agency leadership, and senior staff and works directly with the legislative and executive branches at the state and local levels. His experience includes navigating state environmental permitting agencies and local governments on large-scale infrastructure projects requiring multi-jurisdictional approvals, including successfully permitting major facility expansions as well as leading community, zoning, and government engagement strategies supporting complex development initiatives.

Prior to joining Parker Poe Consulting, Russell led government relations for Waste Management (WM) across Georgia and the Carolinas, directing legislative and regulatory strategy, managing lobbying teams, and advising senior leadership on political risk and public-sector strategy. He also served as the local lead for mergers and acquisitions. Prior to WM, he advocated before South Carolina legislators and executive agencies on behalf of business and professional interests through the South Carolina Manufacturers Alliance and South Carolina REALTORS.

Russell holds a Master of Public Administration from the University of South Carolina and a Bachelor of Science in Industrial Management from Clemson University. He was inducted into Pi Alpha Alpha, the global honor society for public affairs and administration, and was recognized by Waste360 as a "40 Under 40" honoree. He has held leadership roles with the South Carolina Solid Waste Advisory Council (gubernatorial appointee), the Solid Waste Association of North America, and the National Waste & Recycling Association.

Casey Hill has served as Senior Vice President of Government and Community Relations for EnergySolutions, where he managed and directed all lobbying and community relations and charitable efforts in Utah, as well as in multiple states around the country and in Washington, D.C. In addition to EnergySolutions, he represents and lobbies for interests in real estate development, environmental, healthcare, insurance, energy, legal, and pharmaceutical industries. Casey has a successful record helping his clients navigate the appropriations process successfully.

Casey is an accomplished campaign strategist and manager, having run the campaigns of many past and current municipal and state-level leaders, including Utah Senate President, Stuart Adams and Utah Speaker Brad Wilson. He has continued this work at Election Hive and Gather Inc.

Casey holds a B.S. Degree in History and Political Science from Weber State University and an M.B.A. from the Eccles School of Business at the University of Utah.

Thomas Prasol serves as the Managing Director for Demers, Blaisdell & Prasol Inc. He has been providing strategy, lobbying, and association management for clients since 2011. He brings a myriad of experience in State and Federal government beginning his professional career as a Project Assistant to U.S. Senator Judd Gregg and as Policy and Field Coordinator for several State and Federal campaigns. In 2008 he transitioned to the position of Project Director for Senator Gregg where he handled federal appropriations in the areas of first responders. Upon Senator Gregg's retirement, he moved to the New Hampshire State Senate where he was a Legislative Aide to the Senate Education Committee. With his experience in federal and state government, Mr. Prasol brings another dimension to the firm in areas of strategy, management of special projects, and government affairs implementation. He continues to bring his experience and knowledge to assist State and Federal campaigns with strategy and policy research. In addition to his work for Demers, Blaisdell & Prasol, he serves on the Town Planning Board and has previously served as Chair of the Parks and Recreation Advisory Board in his local community He received his Bachelor's degree in Politics from Saint Anselm College where he served as an Ambassador to the New Hampshire Institute of Politics, and his Master's degree in Criminal Justice from Boston University.
