Bruce is the founder of Sheehan Phinney Capitol Group. Having worked the halls and hearing rooms of the State House for more than 40 years, he is one of the most experienced lobbyists in Concord and has developed deep relationships with key policy makers.

Bruce began his work in state government in 1980 as a college intern and later served as a legislative assistant to the New Hampshire House Majority Leader. He began his lobbying career as the Legislative Counsel to the Business & Industry Association of New Hampshire, the state's leading business advocacy organization.

Bruce has represented clients in a wide variety of policy issues during his career including taxation, environmental regulation, electric utility restructuring and health policy.

He has also been involved in political campaigns for the past 40 years and is a sought-after advisor to candidates during each election cycle.

Casey Hill has served as Senior Vice President of Government and Community Relations for EnergySolutions, where he managed and directed all lobbying and community relations and charitable efforts in Utah, as well as in multiple states around the country and in Washington, D.C. In addition to EnergySolutions, he represents and lobbies for interests in real estate development, environmental, healthcare, insurance, energy, legal, and pharmaceutical industries. Casey has a successful record helping his clients navigate the appropriations process successfully.

Casey is an accomplished campaign strategist and manager, having run the campaigns of many past and current municipal and state-level leaders, including Utah Senate President, Stuart Adams and Utah Speaker Brad Wilson. He has continued this work at Election Hive and Gather Inc.

Casey holds a B.S. Degree in History and Political Science from Weber State University and an M.B.A. from the Eccles School of Business at the University of Utah.

Lincoln Shurtz has over two decades of experience advancing client priorities in both the public and private sectors. Before starting Legislative Insight Consulting, Lincoln served for four years in active military service in the US Army as a tank commander. The skills and political acumen he developed leading a platoon helped shape his career path, eventually leading him to the Utah League of Cities and Towns, where he became Director of Government Relations.

A bipartisan approach is part of what sets Lincoln apart from the rest. Relationships built on trust and experience provide more than partisan rhetoric.

Lincoln serves and has served on many boards, including EDCUtah, the Governor's Committee on Accountability and Government Efficiency, Utah Governor's Office of Economic Development, and the Moran Eye Center at the University of Utah.

Lincoln received degrees in Political Science and Economics from the University of Utah, where he is a lecturer in the MPA program. When not working, he can be found heliskiing in Utah and Canada and spending time with his family.
