Colonel Steve McCain retired from the Department of Defense (DOD) after twenty-six years of service and now provides national security policy and appropriations counsel to defense, energy, aerospace, and homeland security industries, academia, and other nonprofit organizations regarding federal business development, budget and acquisition, as well as congressional actions.

Prior to joining the firm, Colonel McCain was the director of legislative affairs, U.S. Pacific Command, and principal advisor to the combatant commander for all congressional liaison. He advocated directly with Congress and professional committee staff for programs, budgets, and policies, and executed legislative strategy which improved global defense force capability. Colonel McCain provided critical support for senior military leadership testimony before Congress regarding the Asia-Pacific region.

In the early stages of Operation Enduring Freedom, he served as commander of an Air Expeditionary Wing where he led support and combat operations of Air Force, Army, Navy, Marine Corps and coalition forces in Afghanistan. He also commanded a combat search and rescue operations group, where he was responsible for flying, training, maintenance, and deployment of personnel and aircraft to combat operations worldwide.

In his capacity as the principal deputy legislative assistant to the Chairman of the Joint Chiefs of Staff, he coordinated legislative efforts with senior military leaders which helped galvanize congressional support for billions of dollars in healthcare reform, operational readiness, and weapon modernization programs. Prior to his tour with the Joint Staff, he was the director of legislative affairs in the Washington, D.C., office of the U.S. Special Operations Command, where he built congressional advocacy for special operations missions and for significant funding increases in key classified programs.

His experience also includes service as a Branch Chief of Aircraft Systems at Warner Robins Air Logistics Center in Georgia, where he managed aircraft and helicopter modification programs. In this capacity, he resolved acquisition, contracting, and logistics challenges with the defense industry.

Colonel McCain has over 2500 hours in various aircraft as a navigator, including 150 in combat. His decorations include the Defense Superior Service Medal, Bronze Star, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal with two oak leaf clusters, Air Medal with one oak leaf cluster, and the Aerial Achievement Medal with four oak leaf clusters.

Mr. Potter is a government affairs analyst at K&L Gates and focuses on federal policy. He represents corporate, trade association and non-profit clients on a wide range of issues before both houses of Congress as well as the Executive Branch. He works with the firm's clients and lobbyists to design and implement legislative strategies and proposals to develop Congressional and grassroots support for client priorities and counsels clients with regard to advocating issues before Congress. He has assisted numerous clients in securing and increasing federal funding for priorities ranging from development of energy efficient technologies to security preparedness.

For nine years, Mr. Potter has served as the pro bono government affairs advisor to the USA Science & Engineering Festival, the nation's largest effort to attract America's youth to careers in science, technology, engineering, and math (STEM). Under his leadership, the Festival's inaugural Washington, D.C. Expo in 2010 featured the participation of 50 federal government agencies. That year, the U.S. Senate and House unanimously passed resolutions of support for the Festival. The most recent Festival Expo in 2018 included over 80 federal agency participants.

Prior to joining the firm, Mr. Potter worked on the staff of Senator Phil Gramm (R-TX) where he focused on health care and Social Security policy.

Devin Krecl joined Capitol Strategy Group in 2014. Mr. Krecl's experience brings insider expertise in public and government affairs, lobbying, PAC management, grassroots and grass-tops. Further, Krecl's knowledge and proficiency in marketing and event planning, oversight of human resources, and firm operations gives his clients and teams all the resources necessary for success.

Mr. Krecl is a graduate of Kennesaw State University, where he received a B.S. in Political Science with a specialization in Government and Professional Politics. He also received a Minor in the area of Business Management.

Devin resides in Canton with his wife, Leah, 2 sons Brooks and Chace, and 2 Labrador Retrievers, Calvin and Gunner. They enjoy traveling as much as possible and all things outdoors.

Dr. Baker was named an Alumni Fellow at the Penn State University and delivered the commencement address at the College of Agricultural Sciences spring graduation. She also received the prestigious Medal of Honor Award from the Philadelphia Society for the Promotion of Agriculture (PSPA), the oldest (1785) continuously operating agricultural society in the country. PSPA was involved in establishing the U.S. Dept. of Agriculture. In addition, Baker was honored with the esteemed Jefferson Award by the Penn Ag Democrats.

Baker was appointed during the Rendell administration to work in the Pennsylvania Department of Agriculture . While there, she directed the educational outreach for the Department.

Dr. Baker owns Versant Strategies, a premier governmental affairs firm focused on agricultural, education, environmental, and rural issues. Versant has represented dozens of clients in the Harrisburg and DC marketplace ranging from small farms and businesses to Fortune 500 companies.

Previously, Baker served in the executive office of the Pennsylvania Department of Agriculture. While there, she directed the educational outreach for the Department using the knowledge, skills, and traits she perfected during her 20 years behind a teacher’s desk at secondary and post-secondary institutions. Baker served as a faculty member at Penn State, an adjunct professor at North Carolina State University, and was the first woman elected as president of the National Association of Agricultural Educators. She is known across the nation as a published author and columnist with frequent engagements as a motivational keynote speaker and workshop presenter.

MeeCee, husband Jim Garofalo, a retired PA State Police Major who now works with USDA Investigation and Enforcement, and daughter Libby, a former state FFA president (Future Farmers' of America) and current Penn State student, live on the Baker homestead farm in Juniata County.

Travis Lindley is a founding partner of Capitol Strategy Group with a history of success that has earned him recognition as a respected healthcare government affairs consultant and grassroots/grass-tops advisor in Georgia. Lindley offers insider expertise by way of an extensive background in the areas of government affairs, public affairs, political action committee fundraising and management, executive services and association management, and grassroots/grass-tops advocacy projects.

Lindley has managed grassroots campaigns in Georgia, Alabama, and Texas, impacting issues and legislation at the state and federal levels. Lindley has successfully executed regional components of a national public affairs campaign plan that included Texas, Georgia, North Carolina, Mississippi, and Tennessee. Lindley has also led and executed legislative grassroots public affairs campaigns pushing patient prescription drug safety legislation into law.

Lindley and the clients he represents were heavily involved in the four-year legislative process around Certificate of Need reform in Georgia, which began during the 2005 Georgia legislative session and culminated during the landmark 2008 legislative session. From the beginning, Lindley helped pull like-minded stakeholders together to form a working coalition to achieve legislative reform. In 2008, Lindley began working with a group practice of radiation and medical oncologists in South Georgia as part of their government affairs team; he also helped them establish a non-profit foundation.

During the 2015 legislative session, Georgia joined a growing number of states to pass legislation allowing for biosimilar drugs and treatments. Lindley was the grassroots coalition coordinator for a coalition consisting of patient advocacy groups, physician groups, manufactures, and key stakeholders. The legislation, which passed with overwhelming support and became law in July 2015, ensured that Georgia's biosimilars law is among the strongest in terms of patient safety and patient/physician communication. In recent years, Lindley has worked toward the successful passage of legislation allowing biosimilars, step therapy reform, bariatric surgery, testing and treatment for Hepatitis C, access to HIV/AIDS drugs and care, and other innovative patient care legislation.

Lindley serves as the executive director to the Georgia Society of Ophthalmology (GSO) and the Georgia Psychiatric Physicians Association (GPPA). Under his leadership, the associations have led their respective medical specialties in meaningful legislative changes on patient safety, insurance reform and access. Georgia was the first in the nation to pass several laws ensuring access to medication and testing.

After achieving the Eagle Scout rank and obtaining a degree in Communications with a minor in Political Science from the University of West Georgia, Lindley began his career working for several Georgia Members of Congress. Subsequently, Lindley worked on Senator Saxby Chambliss' historic United States Senate campaign, and played a lead role in Congressman Tom Price's hotly contested 6th District runoff.

Lindley resides in Smyrna and enjoys traveling, landscape photography, and spending time with his dachshunds, Zeus and Maggie. He is also an avid collector of political memorabilia and over the years has amassed an impressive collection. Lindley serves in several leadership roles in his community and his church.

Ron's governmental service ranges from City Council to the Chairman of the House Liquor Committee. His ability to navigate the many layers of government and work across the aisle in a bipartisan manner is second to none.

Ron has a close relationship with the current members of the PA House of Representatives and staff.

Ron's extensive experience in state and local government will help Versant's clients set strategies to achieve their legislative and regulatory goals. Ron served in the PA House of Representatives for over 20 years and was an active member of the House Consumer Affairs and Rules Committees. Ultimately, he was named Secretary of the Legislative Budget and Finance Committee and became Chairman of the House Liquor Committee. Prior to his election to represent the 162nd House District, Ron served as Mayor of Sharon Hill, Pennsylvania. More recently, he worked in governmental affairs serving a myriad of interests in the State Capitol.

Derek Snyder's upbringing in rural Pennsylvania and affection for government and impacting positive change brought him to Versant to combine his strengths and skillsets to help serve client needs.

From a young age, Snyder developed a love for agriculture and advocacy, with his first childhood job being a door-to-door fruit salesman for an Adams County orchard owner. As a middle and high school student, Derek traveled to Harrisburg several times to meet with state representatives and senators to discuss issues that were important to him and his community.

Snyder was born and raised in Cumberland County, where he still resides today. He is the grandson of Luther Snyder, who served as President of the Pennsylvania State Grange and was a Deputy Secretary for the Pennsylvania Department of Agriculture. Derek continues his grandparents Grange involvement as a 5th generation member, holding various titles with the Pennsylvania State Grange and National Grange throughout the years.

Prior to joining Versant Strategies, Snyder worked as a legislative reporter for Pennsylvania Legislative Services and most recently served as a legislative aide for State Representative Torren Ecker. In college, he completed an internship with the UK Parliament in the House of Commons where he worked for MP Paul Maynard, who served as Rail Minister in Prime Minister Theresa May's and Boris Johnson's Cabinets. Snyder graduated from Penn State University and holds a Bachelor of Science in Corporate Innovation and a Bachelor of Arts in Economics.

In his free time, Snyder volunteers on the board of a local non-profit that helps individuals with Traumatic Brain Injuries. He enjoys hiking, Philadelphia and Penn State sports, traveling with his girlfriend Melissa, and spending time with family and friends.

Kevin E. Cunningham is a partner with Southern Strategy Group-Louisiana one of the preeminent Governmental Relations firms operating in the state.

He joined the firm 2009 and represents a varied client base before the legislature, federal and state agencies, local government etc. Having developed an expertise in property and casualty insurance law, Kevin was recently selected by the State Commissioner of Insurance to serve on the High Auto Insurance Rates Task Force, which is developing legislative and regulatory solutions to combat this growing problem. In addition, he serves as an active member of the Louisiana Association of Business and Industry's Civil Justice Reform Advisory Council, to which he is also a past Chairman.

Prior to joining SSG, Kevin was a partner with Roedel Parsons Koch Blache Balhoff & McCollister, where he served on the firm's Executive Management Committee. From 1996 to 2001 he served as Deputy Chief of Staff for Governor Mike Foster, where he oversaw the $14 million dollar Urban and Rural Grant Program. In addition to other duties, he also chaired both the Transportation Infrastructure Model for Economic Development (TIMED) Task Force, which resulted in much needed infrastructure development and the Louisiana Task Force for the Reduction of Automobile Insurance Rates, which brought about significant insurance rate and civil justice reforms.

An avid tennis player, Kevin is the past President of the Greater Baton Rouge Community Tennis Association, where he oversaw the return of a challenger series tennis tournament to the City and a resumption of a grade school -- Introduction to Tennis -- program. During his tenure he also increased participation in the world-class Cajun Classic Wheelchair Tennis Tournament, which attracts top professional and amateur wheelchair players from throughout the world. Recently he was asked to serve on the Board of Directors for Metro YMCA. Other past civic involvement includes the Council for Judicial Excellence and a member of Kiwanis International.

The son of retired army officer and an educator who also served as an administrator with the State Department of Education, Kevin was born in Wurzburg Germany and graduated high school in Seoul Korea. He received his Juris Doctorate from Southern University Law Center in 1985, where he was a member of the Southern University Moot Court Board (1984-1985) and Law Review candidate. While at Southern he was honored with the American Jurisprudence 2nd Award for Outstanding Achievement in the field of Corporations. He earned his Bachelor of Science in Management Information Systems from Old Dominion University in Norfolk VA, in 1982. Kevin is married to Helena R. Cunningham, also an attorney, CPA and affordable housing developer. They have two children, Kevin Jr., an attorney working in Baton Rouge and Sydne, a second-year law student at Tulane University School of Law in New Orleans

With a focus on rural affairs, I work with numerous members of the legislature. I also engage regularly with the Department of Agriculture, Department of Environmental Protection, Department of Conservation and Natural Resources, and Department of Education.

Chief Operating Officer Caleb Wright's roots in Pennsylvania's agricultural community are deep, and accolades earned during his young career have marked him as a voice of rural Pennsylvania's new generation. Raised on a Huntingdon County farm that has borne his family's name for over a century, Caleb grew up as the grandson of the region's renowned veterinarian, Doc Kyper, with a family legacy of serving the rural community. Prior to joining Versant Strategies, he served as a PA State FFA Officer, was a National FFA Officer Candidate, and taught high school agriculture.

Caleb is a graduate of Penn State with a Bachelor of Science in Agricultural and Extension Education. He was named as the College of Agricultural Science's inaugural Emerging Leader Candidate, working one-on-one with the College's Dean. Caleb investigated recruitment and retention of students in Agricultural Education as a Penn State research project. A skilled speaker, his energized commitment to rural education also earned him the Youth Agricultural Award presented by the Penn State Agriculture Council. Wright was elected to Penn State's College of Agricultural Sciences Alumni Society Board and also serves on the Board of the PA FFA Foundation.

Along with managing day-to-day operations of the firm, Caleb actively lobbies and assists with organizational management.

Serving as president of Southern Strategy Group (Louisiana), Rodney Braxton brings the highest levels of public service to the firm. He is experienced in policy development, governmental affairs, legislative relations, budgetary issues, capital improvement projects and enjoys a reputation for "persuasive negotiation skills." As assistant chief of staff to former Governor Murphy J. "Mike" Foster, Rodney supervised transportation, insurance, and labor issues. He also served as associate commissioner of governmental relations for the Louisiana Board of Regents, the state's top higher education board.

Rodney was undersecretary of the Louisiana Department of Labor, the first executive director of the Louisiana Commission on Human Rights and, in 1994, named one of thirty Leaders of the Future by Ebony magazine. An active member of many community and civic organizations, he has served on the boards of Young Leaders Academy, Of Moving Colors Productions and Serve! Baton Rouge.

A native of Louisiana and practicing attorney since 1992, Rodney holds a B.S. in finance from the University of New Orleans and his J.D. from Tulane University Law School where he received a Merit Scholarship and was a quarterfinalist in the 1992 Frederick Douglas Moot Court Competition.

Maura Weston brings a wealth of knowledge and experience in political and legislative advocacy to our Concord office.

Maura previously served as President and Founder of MM Weston & Associates. With extensive experience representing a wide range of clients before the New Hampshire legislature and regulatory agencies, she specializes in crafting and executing both short- and long-term legislative strategies, drafting testimony and working closely with policymakers to advance client interests. After founding her own government relations practice, Maura successfully represented clients in key sectors such as telecommunications, healthcare, energy and contract procurement.

Her notable achievements include advocating for the deregulation of VoIP services, reforming wireless facility siting processes and advancing net energy metering laws to expand renewable energy markets. Maura has also played a pivotal role in creating new healthcare legislation for collaborative practice agreements and helped invalidate restrictive covenants in physician employment contracts.

Prior to founding MM Weston & Associates in 2006, Maura was a Partner at Rath, Young, and Pignatelli, where she honed her expertise in government relations. Earlier in her career, she worked as an Associate Attorney and Law Clerk at the same firm.

Maura holds a Juris Doctor from the University of New Hampshire School of Law and a Bachelor of Arts in Political Science from the University of New Hampshire. In addition, she is an active member of the American Bar Association and New Hampshire Bar Association and became the sole New Hampshire member of the National League of Women Lobbyists.

Smith grew up in Northeastern Pennsylvania, deeply influenced by his family's restaurant business, where he worked throughout high school and college. Soon after, he honorably served for six years as a Military Police Officer in the Army Reserves. During that time, he engaged in local, state, and federal political campaigns, paving the way for a meaningful career with the Pennsylvania House of Representatives.

Ryan then became political director for Governor Josh Shapiro's successful Attorney General campaign. He later consulted on multiple statewide races before joining the Pennsylvania Democratic State Party as deputy executive director/political director, where he helped secure victories for Pennsylvania House, Senate, Gubernatorial, and U.S. Senate and Congressional campaigns.

Following successful campaign cycles, Ryan served as deputy campaign manager for Governor Shapiro's Attorney General reelection and Gubernatorial races. He then served the Shapiro Administration as special assistant to the PA Secretary of Agriculture, where he advised on policy, legislation, communications, and stakeholder relations. These experiences deepened his appreciation for rural and agricultural policy, specifically the importance of supporting small, diverse, and innovative businesses and the significance of increasing economic development in our rural, suburban, and urban communities.

Throughout his career, Ryan has built strong relationships with elected officials from both parties, business organizations, community leaders, and professional associations. His extensive network and insights reflect his unwavering commitment to public service and improving the lives within our commonwealth.

Ryan, his wife Stefanie, daughter Ava, and dogs Abbey and Leila live in Cumberland County. He enjoys golfing, skiing, and spending time with his family.

Randal Johnson joined Southern Strategy Group (Louisiana) after serving as Deputy Commissioner of the Louisiana Department of Agriculture & Forestry (LDAF) for fourteen years and brings applied experience in the legislative process to the SSG team. While at LDAF, Randal initiated and handled the department's legislative package for more than twenty sessions. Prior to joining the LDAF, he supervised multi-jurisdictional drug enforcement units and served as chief of the special investigative divisions for the Calcasieu Parish Sheriff's Department. There, Randal drafted and presented legislation on behalf of law enforcement and parochial governments.

Adept at issues and crisis management, Randal supervised the Department of Agriculture's emergency preparation activities related to animal and plant health and weather-borne disasters. In the aftermath of the devastating 2005 hurricanes, Randal personally supervised the successful acquisition and delivery of fuel for the evacuation, rescue, and recovery efforts across the state.

With political activities ranging across both party and geographical lines, Randal, who holds a B.S. in business administration, has consulted and worked in various local, state, and federal campaigns in his native state of Louisiana. He was recognized as one of the top 100 "Louisiana Influencers" by Campaigns & Elections' Politics magazine. Randal has also coordinated successful statewide get- out-the-vote efforts for elected offices ranging from Police Juror to President of the United States. In addition, he graduated from regional and national law enforcement academies administered by the Department of Justice.
