He served as Counsel to the House Economic Matters Committee for four years, and then spent nine years working for the Speaker of the House, the last six as Chief of Staff. Working with the Speaker and House leadership, John gained insight into the larger strategic decisions that underpin the legislative process in Maryland. He was involved in a broad array of substantive and policy issues, but with a focus on business, environmental, gaming and tax structure issues.

John holds undergraduate and graduate degrees in History from Towson University and Villanova University respectively and a law degree from the University of Maryland. A member of the Maryland Bar, John lives in Annapolis with his wife Erin, and their three children.

With more than 20 years of government relations, management, and administration expertise, Andrea E. Mansfield brings her ability to successfully execute advocacy efforts and programs to Manis Canning. Her broad experience and involvement with the Maryland Legislature on policy, fiscal and budget matters; and her ability to work with diverse groups and build consensus on complex issues is an asset to the firm.

Andrea has extensive experience at the state and local level, having led and coordinated policy efforts for the Maryland Association of Counties (MACo) and implemented the legislative agendas of state agencies. As MACo's Legislative Director she advised, crafted, and implemented the common agendas and legislative goals of Maryland's 23 counties and Baltimore City.

In state government, she worked within three Administrations in positions of increasing responsibility, serving as legislative liaison to the Legislature for the Department of Budget and Management, and the Department of Labor, Licensing and Regulation (DLLR); and Special Assistant, Director of Financial Aid, and Assistant Secretary of Finance Policy with the Maryland Higher Education Commission.

She has a Master of Policy Sciences from the University of Maryland, Baltimore County and a Bachelor of Arts in Government and Politics from the University of Maryland, College Park.

ANTHONY PETRUCCELLI came to Kearney, Donovan & McGee LLC with extensive experience at the municipal and state levels of government in Massachusetts. First elected to the Massachusetts House of Representatives in 1999 and then the Massachusetts Senate in 2007, Anthony is well-versed in legislative issues and is able to use his unique perspective to successfully advocate for his clients' interests.

MICHELLE MCGEE focuses her practice on government affairs representation before government bodies at the local, state and federal levels. She has extensive experience representing clients' interests before both the Massachusetts and Connecticut legislative and executive branches of government. Formerly, Michelle worked at New England Electric System (now National Grid) where she developed and implemented comprehensive legislative and external strategies to achieve New England Electric's public policy initiatives in both Massachusetts and Connecticut. Kim Willson has been interested in politics for as long as she can remember and comes to Ruggerio Willson & Associates with extensive experience. Her diverse background, which covers statewide and Senatorial campaigns, local community organizations and work in the non-profit sector as well as Fortune 500 companies positions her as an immediate contributor to the success of RWW.

Kim's first foray into local politics started in college when she began working for the Delaware Volunteer Firemen's Association's (DVFA) administration. Her role with the DVFA provided Kim with first-hand knowledge of how local organizations and governments work together. It also gave her hands-on experience in cultivating those relationships, which is a skill vital to success in all aspects of government relations. Kim's next step was into national politics, serving as State Scheduler and Executive Assistant for United States Senator Tom Carper (D-DE). During this time, Kim was in daily communication with the Senator and served as the first point of contact for anyone trying to schedule meetings or events with him. She worked with both the Delaware and Washington, D.C. staff, and played an integral role in Senator Carper's successful 2006 Senate Re-Election Campaign.

Kim then entered the non-profit sector as the Program Manager for Vision 2015, an education reform program focused on transforming public education in Delaware to a world-class status. During her tenure with Vision 2015, Kim's daily interactions were with various school officials, the Department of Education, the University of Delaware Provosts, as well as state, local, and federal elected officials to further the mission, gain support, and work towards securing funding to continue the growth of the program.

Following her time with Vision 2015, Kim returned to the political campaign arena, serving as Regional Field Director in Kent County (DE) for the 2008 Delaware Democratic Party Coordinated Campaign. While there, Kim worked intimately with local, state, and federal elected officials and party leaders to ensure a Democratic win from the presidential race to the local offices, along with helping to secure a democratic majority in the Delaware House of Representatives.

Most recently, Kim led Government Relations for Valero Energy Corporation, a Fortune 500 company, in Delaware. During her tenure with Valero, Kim served as the face of Valero in Delaware, representing the company in the community but also working with members of Delaware's government on all levels, including the congressional delegation, State House of Representatives, State Senate, various state agencies, and the office of the governor. Kim worked to educate all parties about the refinery. She also helped to pull together union and state business leaders in order to stop a piece of legislation that would have cost Valero several million dollars.

Kim is married with two daughters. She is very involved with the local organization, Gals that Give. Aside from the beach, her favorite hang-outs are the local Crossfit box and yummy locally-owned restaurants.

Prior to joining McGuireWoods Consulting in 2012, Holly served as chief of staff to Texas State Senator Mike Jackson and worked in the Texas Senate for over a decade building strong relationships with state legislators, capitol staff, executive branch and regulatory agencies.

Holly volunteers in various capacities around Central Texas. She is an active member of the MD Anderson Cancer Center's Advance Team and also founded Young Texans of Cancer's Austin Chapter. She received her Bachelor of Arts from the University of Texas at Austin and is a Kappa Alpha Theta alumni and Texas Ex. She enjoys spending her free time with her son, Hunt, and golden retriever, Winnie.

Russell Hightower is a senior government affairs and public policy strategist with more than 20 years of experience advising clients on their legislative, regulatory, and political needs across Georgia, South Carolina, and North Carolina. He is a member of the firm's lobbying and government relations consulting practice and brings deep experience in complex permitting, regulatory strategy, and public-sector engagement. Clients view him as a trusted advisor on transactions, stakeholder engagement, and long-term strategic planning.

Russell has long-standing relationships with elected officials, agency leadership, and senior staff and works directly with the legislative and executive branches at the state and local levels. His experience includes navigating state environmental permitting agencies and local governments on large-scale infrastructure projects requiring multi-jurisdictional approvals, including successfully permitting major facility expansions as well as leading community, zoning, and government engagement strategies supporting complex development initiatives.

Prior to joining Parker Poe Consulting, Russell led government relations for Waste Management (WM) across Georgia and the Carolinas, directing legislative and regulatory strategy, managing lobbying teams, and advising senior leadership on political risk and public-sector strategy. Prior to WM, he advocated before South Carolina legislators and executive agencies on behalf of business and professional interests through the South Carolina Manufacturers Alliance and South Carolina REALTORS.

Russell holds a Master of Public Administration from the University of South Carolina and a Bachelor of Science in Industrial Management from Clemson University. Nick has been an accomplished lobbyist and legislative analyst for more than 25 years and has played an instrumental role in forging innovative and economically enhancing business partnerships among clients. In 1989, Nick's business bent led him to co-found Manis & Wright Realty, a premier residential and commercial realty firm that grew from modest beginnings to a successful 40 associates company that merged with the largest real estate company in Maryland.

Nick graduated from the University of Maryland, College Park in 1980. He was the captain of the varsity lacrosse team during his time at College Park.
