JOHN FAVAZZA

One of the premier lobbying firms in Annapolis, Manis Canning & Associates (MCA) has been representing the interests of its clients for almost 50 years, dating back to 1974. Our team collectively has more than 100 years of experience working with legislatures, executives, and regulators in local, state and federal governments.

We provide creative, proactive government affairs, public relations, business and trade association management strategies and programs to a diverse group of clients. We conduct ourselves in a bipartisan manner and pride ourselves in our ability to build and manage effective grassroots organizations and issue-based coalitions. We believe credibility is essential to maintaining our firm's good name and the good name of our clients, and preserving that commodity is of paramount importance.

20+ years

  • The Motion Picture Association of America began its relationship with MCA in 1974, working with Co-Founder George Manis. We can't imagine working with anyone else. They anticipate our issues and their professionalism and integrity is unmatched in Annapolis. For decades, it has been clear to MPAA that their relationships with elected leaders are based on trust and mutual respect. - Vans Stevenson, Senior Vice President, State Government Affairs, Motion Picture Association of America
  • No matter how large or small, I can always trust MCA to dive into the substance of an issue. Their experience working at the highest levels of State and local government gives them a unique command of both the process and the issues. There is no one I'd rather work with in Annapolis. - Anne Lindner, Vice President of State Legislative Affairs, Pepco Holdings
  • MCA continues to help us navigate the complexities of one of the largest and most important urban renewal projects in the country, Port Covington. Available at all times, day or night, I know I can count on them for their strong grasp of the issues and effective leadership. - Marc Weller, President and CEO Weller Development Company
  • We turned to MCA help secure funding for our new Regional Youth Workforce and Innovation Center. They have become a trusted partner and advisor, not just for our new Center, but also on efforts to expand career and technical exploration in the K-12 school system. - Jennifer Bodensiek, President and CEO, Junior Achievement of Central Maryland
  • We added MCA to our team when we needed timely advice on an issue of great importance to the company. They quickly brought themselves up to speed and knew the players to get the job done. We can't thank them enough for their results- oriented approach. Their knowledge of all levels and branches of Maryland government has been invaluable. - Brett Kelly, Vice President, Fraport Maryland (formerly Airmall Maryland)
  • It isn't easy to start a new business - let alone a new industry. MCA gave the medical cannabis growers and processors in our organization instant credibility, and a powerful voice in Annapolis. With their help, we have gotten our businesses off the ground and are delivering a safe, reliable and affordable medical product to Maryland patients. - Jake Van Wingerden, owner of SunMed Growers and past President of the Maryland Wholesale Medical Cannabis Trade Association (CANMD)
  • I've worked with MCA for many years, and I have always been impressed by their thorough approach to government affairs. They work in a bipartisan manner to get results for their clients and they are clearly respected on both sides of the aisle by elected officials and staff alike. The MCA team has helped facilitate relationships and presented opportunities for me to communicate directly with policymakers about issues important to my business. - Gary Mangum, co-Founder of ForwardGro and former CEO of Bell Nursery
  • Accomplishing goals in Annapolis depends in large measure on mutual trust and mastery of the legislative process, two attributes that John F. Favazza, Esq., has honed through his experiences in Annapolis and applies now as a member of the MCA firm.

These traits coupled with his legal training and ability to deal effectively with complicated and sometimes controversial subject matter, give added strength to the Manis Canning team in work for their wide array of clients. He has a deep understanding of the nuances and subtleties of the legislative process and state government, and advises clients on strategies to accomplish their goals.

John spent 13 years working inside the legislative process in Annapolis. He served as Counsel to the House Economic Matters Committee for four years, and then spent nine years working for the Speaker of the House, the last six as Chief of Staff. Working with the Speaker and House leadership, John gained insight into the larger strategic decisions that underpin the legislative process in Maryland. He was involved in a broad array of substantive and policy issues, but with a focus on business, environmental, gaming and tax structure issues.

John holds undergraduate and graduate degrees in History from Towson University and Villanova University respectively and a law degree from the University of Maryland. A member of the Maryland Bar, John lives in Annapolis with his wife Erin, and their three children.

    Title - Managing Partner

Roger Bodman is widely respected for his depth of knowledge of state government and politics. He has served in gubernatorial cabinet posts, guided presidential campaigns in New Jersey, and appeared as a political commentator for NJTV, formerly New Jersey Network, for 4 decades.

Early in his career, Bodman served as district office manager for the late New Jersey Congresswoman Millicent Fenwick and as chief of staff for former New Jersey Congressman James Courter. In 1981, he was selected as manager of Tom Kean's campaign for governor. Following Governor Kean's victory, Bodman was named to two cabinet posts. As the State Commissioner of Labor, he implemented extensive legislative reforms of the unemployment insurance program. Later, as the State Commissioner of Transportation, he was the chief advisor to the governor on transportation matters. He also served as chairman of New Jersey Transit.

In 1987, Bodman was appointed by the governor to chair the Study Commission on Regulatory Efficiency, a role that earned him the Alliance for Action's Eagle Award. In 1988, he served as vice chairman of the New Jersey Bush for President committee.

A native of Bernardsville, New Jersey, Bodman graduated cum laude from Ohio University in 1974 with a degree in political science. Bodman was also a visiting professor at Rutgers University's Eagleton Institute of Politics.

    KIM WILLSON

I've been passionate about politics and public policy for as long as I can remember, with experience across government, campaigns, nonprofit work, and the private sector. I started my career with the Delaware Volunteer Firemen's Association, then went on to serve as Scheduler and Executive Assistant to U.S. Senator Tom Carper, where I gained firsthand experience in federal operations and stakeholder engagement. Since then, I've worked on statewide campaigns, led education reform efforts, and most recently directed government relations for Valero Energy in Delaware, where I represented the company at all levels of government and helped navigate complex policy challenges. Today, I leverage that experience to build strong relationships and drive effective advocacy strategies that deliver results.

    15-20 years

In 2022, Kim and the RWW team were named some of the most influential Delawareans in politics by the Delaware News Journal.

Named to the 40 under 40 in 2016

Women in Business Honoree in 2021

Worked with Sen. Tom Carper as a key staffer on his Senate campaign in 2026.

Gubernatorial appointment to the Delaware Community Foundation board.

Worked on various campaigns in a fundraising position.

Kim Willson has been interested in politics for as long as she can remember and comes to Ruggerio Willson & Associates with extensive experience. Her diverse background, which covers statewide and Senatorial campaigns, local community organizations and work in the non-profit sector as well as Fortune 500 companies positions her as an immediate contributor to the success of RWW.

Kim's first foray into local politics started in college when she began working for the Delaware Volunteer Firemen's Association's (DVFA) administration. Her role with the DVFA provided Kim with first-hand knowledge of how local organizations and governments work together. It also gave her hands-on experience in cultivating those relationships, which is a skill vital to success in all aspects of government relations. Kim's next step was into national politics, serving as State Scheduler and Executive Assistant for United States Senator Tom Carper (D-DE). During this time, Kim was in daily communication with the Senator and served as the first point of contact for anyone trying to schedule meetings or events with him. She worked with both the Delaware and Washington, D.C. staff, and played an integral role in Senator Carper's successful 2006 Senate Re-Election Campaign.

Kim then entered the non-profit sector as the Program Manager for Vision 2015, an education reform program focused on transforming public education in Delaware to a world-class status. During her tenure with Vision 2015, Kim's daily interactions were with various school officials, the Department of Education, the University of Delaware Provosts, as well as state, local, and federal elected officials to further the mission, gain support, and work towards securing funding to continue the growth of the program.

Following her time with Vision 2015, Kim returned to the political campaign arena, serving as Regional Field Director in Kent County (DE) for the 2008 Delaware Democratic Party Coordinated Campaign. While there, Kim worked intimately with local, state, and federal elected officials and party leaders to ensure a Democratic win from the presidential race to the local offices, along with helping to secure a democratic majority in the Delaware House of Representatives.

Most recently, Kim led Government Relations for Valero Energy Corporation, a Fortune 500 company, in Delaware. During her tenure with Valero, Kim served as the face of Valero in Delaware, representing the company in the community but also working with members of Delaware's government on all levels, including the congressional delegation, State House of Representatives, State Senate, various state agencies, and the office of the governor. Kim worked to educate all parties about the refinery. She also helped to pull together union and state business leaders in order to stop a piece of legislation that would have cost Valero several million dollars.

Kim is married with two daughters. She is very involved with the local organization, Gals that Give. Aside from the beach, her favorite hang-outs are the local Crossfit box and yummy locally-owned restaurants.

Thru regulations and legislation helped secure and develop training and accreditation in ethics for the New Jersey Society of Professional Engineers.

I started as a legislative staff person in 1997 staffing various committees, Labor, Regulated professions, working on the Budget committee as well. Starting as staff person you understand the nuances of the legislative process. Taking an idea or a change in current law is common place. Currently working with Chairs of committees, introducing them to clients, explaining the change or new law we want to develop is a process we do on a regular basis, then moving forward on the concept to get it across the finish line.

Patrick Stewart worked in the state legislature for the Assembly Republican Majority office. During this time, he worked closely with legislators, forming policy, and helping educate assembly members on important issues. Stewart was responsible for staffing many assembly committees, including the budget, consumer affairs, regulated professions, and labor committees.

Patrick served as principal policy advisor to the Republican Majority Leadership and caucus on economic development, changing financial issues with the state budget and relaying needs from the business community.

Since 2001, Stewart has worked on a broad range of issues for his clients. Working with larger and smaller clients, he uses his working knowledge of the legislature, state departments, and the Governor's office to achieve the goal of the client.

He has developed a strong working knowledge of the insurance industry and labor arena, specifically dealing with workers compensation issues. Stewart handled other diverse clients in the pharmaceutical industry, manufacturing sector and temporary staffing industry.

Patrick is a 1996 graduate of Villanova University, where he earned his degree in political science.

    NICHOLAS MANIS

  • Nicholas G. Manis, the son of MCA co-founder George Manis and managing partner of the firm, has presided over legislative and special event successes on behalf of clients such as the Motion Picture Association of America, the Baltimore Ravens, the Maryland Association of Certified Public Accountants and Pfizer.

Nick has been an accomplished lobbyist and legislative analyst for more than 25 years and has played an instrumental role in forging innovative and economically enhancing business partnerships among clients. He is proud to see MCA continuously ranked as one of the top lobbying firms in Maryland and the growth the firm has experienced during his time here. He has represented clients in matters related to sports entertainment, taxes, professional licensing, gaming, transportation, insurance, franchises, business regulation, information technology, environmental regulation, mergers and acquisitions, pharmaceuticals and healthcare.

In 1989, Nick's business bent led him to co-found Manis & Wright Realty, a premier residential and commercial realty firm that grew from modest beginnings to a successful 40 associates company that merged with the largest real estate company in Maryland.

Nick graduated from the University of Maryland, College Park in 1980. He was the captain of the varsity lacrosse team during his time at College Park.

A native of Annapolis, Nick is involved in many local business and community organizations including the Annapolis and Anne Arundel County Chamber of Commerce, the University of Maryland Marlene and Stewart Greenebaum Cancer Center Board of Advisors, Annapolis Youth Lacrosse Association, and the Maryland Chamber of Commerce. Insider NJ Rising Generations Power List

Insider NJ Top 100 Lobbyist List for 2024 & 2025

Prior to joining PSI, I served as a legislative aide and Chief of Staff to multiple New Jersey legislators, giving me a broad network of relationships with legislators and legislative staff across the state. I also served in the Governor's Administration, where I gained an in-depth understanding of the inner workings of state government and the most effective strategies for navigating an administration and advancing client priorities.

  • Saint Elizabeth University has been extremely pleased with our partnership with Sam & the NJPSI. Their team brings a deep understanding of New Jersey's legislative and policy landscape, along with exceptional responsiveness, professionalism, and personal attention.

What we value most is NJPSI's commitment to understanding our university, our priorities, and the issues that are important to our students and institution. They are proactive, accessible, and consistently provide thoughtful guidance and strategic advice, helping us navigate an increasingly complex public policy environment.

Most importantly, NJPSI has made a meaningful impact on our ability to advocate for Saint Elizabeth University and ensure that our voice is heard by key policymakers and decision-makers. We have tremendous confidence in their expertise, their relationships, and their commitment to our success. We are grateful for the partnership we have built with NJPSI and would highly recommend their team to any organization seeking knowledgeable, responsive, and effective government relations representation. - Dr. Gary Crosby, President of Saint Elizabeth University

She's smart, strategic, incredibly responsive, and always thinking a few steps ahead, while also being someone you genuinely enjoy working with. Sam and the PSI team feel like a true extension of our team, and I can't recommend them highly enough. - Stefanie Bolotin, VP of Growth at Kooth Digital Health
  • Samantha Bender joined Public Strategies Impact (PSI) in 2023. Before joining PSI, she served for two years as a Senior Legislative Aide in Governor Phil Murphy's administration, where she developed expertise in education, higher education, transportation, and criminal justice policy. In this role, she supported the administration's legislative agenda and helped advance key legislative initiatives. She also served as the Governor's Legislative Affairs liaison to a bipartisan delegation of South Jersey legislators.

Prior to her work in the Governor's Office, Bender served on the staffs of Senator Bob Andrzejczak, Assemblyman Bill Moen, and Assemblywoman Carol Murphy. Through these roles, she gained experience across a broad range of policy areas, including agriculture, tourism, and consumer protection, while developing a strong understanding of New Jersey's legislative process.

As a lifelong New Jersey resident, Bender grew up in Cape May and currently resides in Camden County. She earned her Bachelor of Arts in Political Science from Rider University in 2018.
