Mark earned his Bachelor of Arts degree in government from Georgetown University in Washington D.C. in 1993 and received his Juris Doctorate from the University of Montana in 1997.

Mark has extensive experience in a wide variety of business, legislative, and regulatory matters, representing client interests before the Montana Legislature, and Montana's State and Federal Courts. In addition, Mark's business consulting activities extend to more than 25 states in a variety of topics, primarily focusing on information technology and public safety initiatives.

In the health care arena, Mark previously served as general counsel to the Montana Hospital Association for nearly 15 years. In addition, he has served as counsel to more than a dozen hospitals across Montana on various matters. Mark is well-recognized in the hospital regulatory arena in Montana, including having been published in several hospital-related trade publications. He currently serves as Chair of the St. Peter's Hospital Board of Directors, is a member of the Blue Cross Blue Shield of Montana Advisory Board, is on the Pontifical Gregorian University Foundation Board and the Sacred Story Institute Board, and several other corporate boards.

Mark was born and raised in Central Montana (near Lewistown), where he and his family continue to operate their family farm and ranch. He enjoys spending time with his wife, Elaine, and their two daughters, Morgan and Raegan. Mark also enjoys hunting, golfing, fishing, and traveling.

Joshua Borill, the founder of State Capitol Solutions, LLC (DBA "State GR") started working in the Louisiana Legislature in 2004. As a senate staffer for former State Senator Mike Michot, he gained the understanding of the legislative process and built strong relationships with legislative staff, current and former legislators as well as executive state department staffers. Josh served as director of state affairs for six years at a Louisiana government affairs firm. He has over 18 years of government and political experience and possesses extensive knowledge in the hallways of the State Capitol. Courtney launched Courtney Baker & Associates in 2021, consulting with private clients after 15 years in the government relations field. She is a former policy director and development director for the Louisiana Association of Business and Industry, where she successfully lobbied for legislation aimed at improving the state's business climate and coordinated campaign and fundraising events for candidates endorsed by the organization's Political Action Committees, leveraging relationships with donors and a network of advocates. Prior to joining LABI, she served in the Jindal Administration as Legislative Liaison for the Department of Children and Family Services, after working for both Governors Kathleen Blanco and Mike Foster.

Her work included coordinating the passage of $2 billion in state appropriations through the budget process and coordinating communication between the General Assembly, the state's school districts and the South Carolina Department of Education, as well as a variety of legislation affecting K-12 education, property tax, and sales and use tax.

Jim O'Brien, the founder of the firm, has been involved in Connecticut politics and government for the last 20 years. Jim began his political career in college by working as an intern on Capitol Hill. After college, Jim continued to pursue his interest in politics by working on several campaigns and political events and in 1994, Jim went to work in the Connecticut Governor's office as a Legislative Liaison. Jim helped organize the Governor's legislative agenda and his responsibilities included both editing proposed legislation as well as developing and executing a strategy to pass the legislation. He also represented the Governor's office on the Electric Deregulation Working Group, a group formed to analyze ways in which to deregulate the electric utility industry.
Upon leaving the Governor's office in 1997, Jim joined an investment firm. Also, in that year, Jim ran and was elected to the West Hartford Town Council where he served two terms. In 2004, Jim started his own government relations firm, J. O'Brien & Associates, LLC.
Jim received his B.A. in History from the Catholic University of America in Washington, D.C. in 1988 and his J.D. from the Catholic University of America, Columbus School of Law in 1995.

Bradley effectively advocates for a diverse group of clients with complicated and nuanced issues before the Maryland General Assembly, local county jurisdictions and state agencies.
