  • Jim O'Brien, the founder of the firm, has been involved in Connecticut politics and government for the last 20 years. Jim began his political career in college by working as an intern on Capitol Hill. After college, Jim continued to pursue his interest in politics by working on several campaigns and political events and in 1994, Jim went to work in the Connecticut Governor's office as a Legislative Liaison. Jim helped organize the Governor's legislative agenda and his responsibilities included both editing proposed legislation as well as developing and executing a strategy to pass the legislation.     Joel D. Rozner rejoined the firm as a Partner in 1998.     Mark earned his Bachelor of Arts degree in government from Georgetown University in Washington D.C. in 1993 and received his Juris Doctorate from the University of Montana in 1997.

    Mark has extensive experience in a wide variety of business, legislative, and regulatory matters, representing client interests before the Montana Legislature, and Montana's State and Federal Courts. In addition, Mark's business consulting activities extend to more than 25 states in a variety of topics, primarily focusing on information technology and public safety initiatives.

    In the health care arena, Mark previously served as general counsel to the Montana Hospital Association for nearly 15 years.     Joshua Borill, the founder of State Capitol Solutions, LLC (DBA "State GR") started working in the Louisiana Legislature in 2004. As a senate staffer for former State Senator Mike Michot, he gained the understanding of the legislative process and built strong relationships with legislative staff, current and former legislators as well as executive state department staffers. Josh served as director of state affairs for six years at a Louisiana government affairs firm. He has over 18 years of government and political experience and possesses extensive knowledge in the hallways of the State Capitol.
