Ms. Leo has over 25 years of combined experience in federal, state and local government. Prior to joining the firm in 1996, Ms. Leo served as the Intergovernmental Relations Manager for the City of San Antonio. In that capacity, she had chief responsibility for managing federal, state and local matters on behalf of the City of San Antonio. Ms. Leo managed legislative and political activities at these various levels of government including Base Realignment and Closure (BRAC); state legislative matters impacting the City of San Antonio as well as interlocal agreements between the city and county.

She served as Chief of Staff for the first Hispanic woman elected to the Legislature, State Representative Irma Rangel, in which she managed all legislative policy, including appropriations, redistricting, healthcare, education and transportation. In this capacity, Ms. Leo also served as the Director of the Mexican-American Legislative Caucus and managed policy issues in behalf of the members of the Caucus. Prior to joining the House side of the Capitol, Ms. Leo worked in the policy division of Lieutenant Governor William P. Hobby, Jr. Ms. Leo's legislative career began as a Senate Messenger.

Ms. Leo serves on the Firm's Global Diversity Committee which promotes a diverse workforce and an inclusive firm culture. She is a Board member of the Senate Hispanic Research Council (SHRC), a non-profit research group that supports internships for college students in the offices of members of the Texas Senate. Ms Leo is a 9th generation Texan, and a member of the William B. Travis Chapter of the Daughters of the Republic of Texas.

20+ years

Tim provided a long sought-after voice to retirees in the Retired Detroit Police & Fire Fighters Association. He and his team successfully fought unions, the City of Detroit, and the pension board's opposition to amend decades-old state law. The association spent 25 years trying to obtain representation on its pension board through litigation and city charter amendment to no avail. Tim and his team did it in a fraction of the time.

Prior to becoming president of MLC, Tim was appointed as Governor John Engler's Campaign Manager to manage his 1998 re-election campaign, after having worked in the Governor's office as Director of External Affairs and Deputy Director of Public Affairs. Former positions also included stints in the Michigan House and Senate, Oakland County government and Senior Director of Government Affairs of the Michigan Credit Union League.

She has been recognized by Capitol Inside in 2015 as a "Rising Star" in Texas politics and in 2016, was selected as the winner for Austin Under 40's government and public affairs industry category.

Prior to joining McGuireWoods Consulting in 2012, Holly served as chief of staff to Texas State Senator Mike Jackson and worked in the Texas Senate for over a decade building strong relationships with state legislators, capitol staff, executive branch and regulatory agencies.

Holly volunteers in various capacities around Central Texas. She is an active member of the MD Anderson Cancer Center's Advance Team and also founded Young Texans of Cancer's Austin Chapter. She received her Bachelor of Arts from the University of Texas at Austin and is a Kappa Alpha Theta alumni and Texas Ex. She enjoys spending her free time with her son, Hunt, and golden retriever, Winnie.

With more than 20 years of experience building relationships between the public and private sector, Tommy Alsup leads state and local government relations efforts for Vogel Group in Tennessee.

Tommy previously served as Vice President of Government Affairs for Envision Healthcare, a $15 billion healthcare and national hospital-based physician group. At Envision, Tommy was responsible for sourcing and managing state-level lobbyists to ensure that the company's strategic goals were met with governors, state legislators, and local officials across the country. His efforts were critical in securing favorable public policy on surprise medical billing issues in Georgia, Florida, and Tennessee.

Tommy is an expert in managing national sales and procurement teams for companies seeking to grow revenue through state and local funding initiatives. He has overseen multiple requests for proposals (RFP) and large-scale procurement contracts for companies and industries alike. Connecting State and local governments with business is crucial in this current environment, and Tommy has accomplished those goals for more than two decades.

Tommy was a senior-level government relations executive at Corizon Health and CoreCivic, the nation's largest owner of correctional, detention, and residential reentry facilities in previous roles.

With a strong and bi-partisan background in Tennessee, Tommy served as Mayor of Oak Hill from 2002 to 2010, where he worked in partnership with Governor Phil Bredesen (D-TN) and Mayor Bill Purcell (D-Nashville). Tommy remains strongly engaged with the office of Governor Bill Lee (R-TN) and his administration.

Tommy received his B.A. in Business Administration from Lipscomb University.

Dylan Reel assists his clients with lobbying and advocacy before the North Carolina General Assembly and state agencies with a focus on health care, financial services, energy, local governments, transportation, and education. In 2023, he was the youngest ranked as a "Top Lobbyist" in the state of North Carolina by the North State Journal. Prior to joining the firm, Dylan was Vice President of Government Affairs in the Raleigh, North Carolina office of a national, full-service public affairs firm. There, he represented clients before the North Carolina General Assembly and Executive Branch and provided clients with detailed analysis of legislation, appropriation, and political contributions. Before he became a lobbyist, Dylan was General Counsel to the Rules Chairman Destin Hall (R-NC) and the Election and Redistricting Chairman in the North Carolina House of Representatives. In this role, he oversaw the North Carolina House caucus legislative agenda, floor calendar, and bill movement. As counsel for redistricting, Dylan provided legal advice and strategy to the Speaker of the House Tim Moore (R-NC) throughout the redistricting processes and subsequent litigation. Dylan was involved in three separate redraws of the legislative and Congressional maps in his tenure in the state House. Dylan also served as a research assistant and legislative staff assistant in the North Carolina House of Representatives where he provided legislative counsel to the House Rules Chairman David Lewis. While attending law school, Dylan served as a legal extern for Speaker of the House Tim Moore (R-NC) in the North Carolina House of Representatives.
