I've spent my career in New Hampshire state government and politics, both as a high-level government insider and as a statewide policy director and field organizer. In my years as Communications and Policy Director for the Speaker of the NH House of Representatives, I played an integral role in shaping policy on a range of issues including education, environment, and labor, and have worked closely with nearly all the legislative Committees. I also served as point person for all budget related matters and all issues that came before the Joint Fiscal Committee, and have in-depth insight into how these negotiations and processes work.
I also have a decade of experience in election law and voting rights issues in New Hampshire. Through this work I've forged relationships with officials in the State House and around the state, and have built one of the leading coalition groups in NH. In all of my political and government work, I have a strong bipartisan record and close relationships with Democrats and Republicans at all levels of state government.

Worked with legislators to pass and hold votes on the 2018 Budget out of the House. Only two House Democrats voted against the final budget.
Worked with labor leaders and community partners on the committee vote and floor fight to kill so called right to work in 2014 and 2016.

Served as point staff person for the Speaker during budget negotiations with the Governor and his staff.
Scripted floor speeches and scripted questions for committee members during key hearings.
Created the New Hampshire Campaign for Voting Rights which continues to be the leading voice on voting rights issues in the state.

Barbara O'Brien is a seasoned veteran of financial services public policy. She was the Government Relations Director for Cash America International where she directed and managed contract lobbyists and passed key legislation in several states. Barbara served as Senior Executive Director and Public Affairs Director to Florida Attorney General, Bob Butterworth. Barbara has served on the Board of Directors for the Police Executive Research Foundation (PERF) and Law Enforcement Advisory Board for ecoATM Company. In 1984 she was selected as one of only two in the U.S. as the Law Enforcement Fellow to the National Institute of Justice, Department of Justice. She holds a Bachelor of Science in Criminology with a minor in Psychology from Florida State University. Barbara is based in Tallahassee, Florida and oversees activities in the Mid Atlantic and Southeast Region.

Jim O'Brien, the founder of the firm, has been involved in Connecticut politics and government for the last 20 years. Jim began his political career in college by working as an intern on Capitol Hill. After college, Jim continued to pursue his interest in politics by working on several campaigns and political events and in 1994, Jim went to work in the Connecticut Governor's office as a Legislative Liaison. Jim helped organize the Governor's legislative agenda and his responsibilities included both editing proposed legislation as well as developing and executing a strategy to pass the legislation. He also represented the Governor's office on the Electric Deregulation Working Group, a group formed to analyze ways in which to deregulate the electric utility industry.
Upon leaving the Governor's office in 1997, Jim joined an investment firm. Also, in that year, Jim ran and was elected to the West Hartford Town Council where he served two terms. In 2004, Jim started his own government relations firm, J. O'Brien & Associates, LLC.
Jim received his B.A. in History from the Catholic University of America in Washington, D.C. in 1988 and his J.D. from the Catholic University of America, Columbus School of Law in 1995.
