I've been involved in Iowa politics and legislative work for over three decades. For almost 20 years I worked for the House Republican Staff, primarily on Appropriations issues. Then I worked for the administration of Governor Branstad, primarily in purchasing, construction, human resources, and accounting. My experience gives me good insight into the legislative process and how to formulate the best plan for achieving clients' goals.

11-15 years

Helped Polk County Medical Society pass a restriction on medical malpractice lawsuits. Assisted in passing several bills for the Iowa Professional Fire Fighters, including coverage for PTSD and expanding the cancer definition. Was part of the team that passed a bill authorizing fantasy sports and sports wagering in Iowa. Helped prevent a tax increase on credit unions.

I have built strong relationships with the leadership of both chambers as well as key committee chairs including Ways and Means, State Government, and Commerce.

Graduated from Buena Vista University with a BA degree. Began career as a district staffer for Congressman Fred Grandy. Worked on the presidential campaign of Governor Lamar Alexander.

As CEO of PolicyWorks, Justin Hupfer is responsible for the firm's overall business operations and achievement of client objectives, while also serving as a full-time lobbyist during the legislative session. He previously served as Vice President of Government Affairs for the Iowa Credit Union League (ICUL), overseeing its federal and state government affairs activities and political action fundraising. Prior to that, he worked on the Republican caucus staff in the Iowa House, staffing the House Commerce and Economic Development Committees. Justin received his law degree with honors from Drake University Law School and graduated from Grinnell College in Iowa.
