Caroline brings the experience of assisting in creating innovative reforms to some of Mississippi's most critical challenges in the healthcare, education, transportation, and financial sectors. Caroline serves as a Senior Government Relations Advisor at Butler Snow LLP where she advocates for client interests covering a wide range of issues. She has successfully worked on the passage and implementation of new legislation creating further opportunities in the healthcare, education, transportation and financial industries. Additionally, she is experienced in state funding matters and has effectively represented multiple clients in efforts to secure state appropriations and bond funding.

Caroline has served on a number of boards and commissions including the Ronald McDonald House Charities of Mississippi Board of Directors, the Mississippi Campaign for Grade Level Reading Advisory Board, Mississippi Commission for Volunteer Service, University of Mississippi Young Alumni Board and as chair of the Fondren Renaissance Foundation Board. Caroline is a member of the American Council of Young Political Leaders and participated in their exchange program as a delegate to Cambodia and Malaysia in 2019.

She is also an active volunteer in the community spending time serving others through the Junior League of Jackson, Northminster Baptist Church, her children’s schools, and other community organizations.

Prior to joining Butler Snow, Caroline served in the Bush Administration as a State and Local Coordinator and an Assistant Press Secretary at the U.S. Department of Homeland Security. She has held several internships including for Office of Republican Whip, the United States Agency for International Development and the White House Office of the First Lady. Caroline graduated summa cum laude from the University of Mississippi with a B.A. in International Studies and Spanish. During college she was inducted into Phi Beta Kappa and was a member of the Sally McDonell Barksdale Honors College and the Croft Institute for International Studies.

Mallorie Kerby advocates for clients before the Tennessee General Assembly and state agencies, focusing on legislation and policies that impact their business interests. She also advises on compliance, litigation, and regulatory matters involving state and federal environmental laws. With prior experience as a registered lobbyist for the Tennessee Chamber of Commerce & Industry and as a legislative liaison at two state departments, Mallorie brings a strong background in environmental and energy policy to her practice.

Prior to joining the firm, Mallorie was the Associate Vice President for Environment & Energy Affairs at the Tennessee Chamber of Commerce & Industry where she represented businesses and industry groups as a registered lobbyist before the Tennessee General Assembly and state regulators. She previously served as a Legislative Liaison at both the Tennessee Department of Environment and Conservation and at the Tennessee Department of Commerce and Insurance. During law school, she served as an intern at the Federal Bureau of Investigation and for the Honorable L. Scott Coogler of the U.S. District Court for the Northern District of Alabama.

Ross Smith is a government relations attorney who helps companies, associations, and organizations navigate Tennessee's legislative and regulatory landscape. He advocates for clients before the General Assembly and state agencies, drawing on his experience as both a lobbyist and litigator. Previously, he represented municipalities, professional groups, and businesses on government affairs and liability matters, and he began his career clerking in the U.S. Bankruptcy Court.

Prior to joining the firm, Ross was an attorney and lobbyist at Farrar Bates Berexa, LLP, where he created and executed state and local government affairs objectives on behalf of cities, professional associations, and private business groups. He also litigated matters related to municipal liability, civil rights, police liability, and governmental tort liability. After law school, Ross clerked for the Honorable Jimmy L.     Erica Vick Penley is practice leader of the firm's Government Advocacy & Public Policy Practice Group. She has worked on multiple landmark public policy initiatives, including enactment of the Civil Justice Act of 2011, the Tennessee Broadband Accessibility Act of 2017, the repeal of Tennessee's gift and inheritance taxes, and passage of a constitutional amendment resolution regarding judicial selection. Erica is legislative counsel to a number of businesses and trade associations and is a registered lobbyist with extensive experience representing the interests of financial institutions, healthcare providers, utilities, energy sector, pharmaceutical industry, medical cannabis, nuclear industry services, higher education, agricultural services, and distilled spirits before the Tennessee General Assembly and Executive Branch.
