Gracefully navigating the intersection of law, policy and politics, Troy Cumings is a Warner partner and government affairs attorney who specializes in achieving solutions to complex and contentious government affairs issues. He has served as a primary advocate for some of the most polarizing and high-profile issues in Michigan over the past 10 years.
Troy is regarded as one of the lead proponents in the state on environmental policy, but has extensive experience with a myriad of other policy areas, including health care, child welfare, tax, economic incentives, labor, energy, mining, licensing, religious issues and banking. One of the top campaign-finance and election lawyers in the state, he regularly represents statewide candidates and ballot initiatives, local and state public officials, PACs, nonprofit entities and political parties.

With a national clientele, Mike provides strategic insight with federal and state contracts for Small Disadvantaged Businesses and large global corporations. His expertise helps ensure clients find the quickest route to profitability and that resources align with the intended objectives.?As a retired U.S. Army Major General with more than 30 years of service, Mike is forever a military man. As such, he's knowledgeable about logistics and operations and is comfortable stepping into a chaotic environment, providing essential triage and then bringing in any needed "reinforcements" from the rest of the Warner team.
Because he's been on both sides of the contract bidding process, Mike understands the broad scope of the ever-evolving federal acquisitions regulations. He adroitly translates and explains their complexities, so clients know what they need to do to gain and maintain compliance.
In addition to his military service, Mike contributes a decade of experience as in-house counsel for privately held manufacturing companies. For seven of those ten years he was a general counsel - one who succeeded in the unusual feat of turning the company's legal department into a profit center. Prior to that, he honed his trial advocacy skills representing automotive manufacturers in crash-worthiness cases and handling warranty claims as litigation counsel for an automotive OEM. While Mike is not a patent attorney, he has managed many intellectual property portfolios.
In addition, Mike served as a Deputy Director in state government for more than eight years, supporting two governors. While working for the National Guard in this capacity, he sat on Governor Rick Snyder's Cyber Executive Team and teamed up with the National Governor's Association and National Security Staff on cyber policy matters. Mike also has an extensive background in energy and sustainability from his time Commanding Military Installations and working on the U.S. Army staff, where he filled in for the Deputy Assistant Secretary of the Army for Energy and Sustainability in 2015-16.

Aida Dismondy's practice focuses on matters involving international trade and international business, defense trade and defense contracts as well as compliance with federal regulations governing these transactions. She strategically advises clients in matters involving the Export Administration Regulations; International Traffic in Arms Regulations; U.S. anti-boycott laws; the Foreign Corrupt Practices Act; the Buy American Act; the Buy America, Build America Act; the Trade Agreements Act; the Berry Amendment and FAR and DFARS.

Adam assists companies with the full range of government contracting and export control issues. These issues include transactional matters such as compliance with federal procurement and export control regulations (FAR, DFARS, ITAR and EAR); teaming and joint venture relationships; small and disadvantaged business qualifications; export registration, commodity jurisdiction and licensing requests; and sanction and embargo matters.
Prior to joining Warner, Adam worked for the Department of Defense at the Pentagon in Washington, D.C. and for the U.S. State Department at the Moscow Embassy and other locations around the world.
Adam also represents companies in numerous internal investigations in connection with government inquiries and has defended companies and individuals against civil, criminal and debarment proceedings related to the False Claims Act and other federal procurement and export regulations. "If a company is deemed to have submitted a false claim for reimbursement by the government, in addition to facing criminal prosecution and fines, debarment would prohibit them from bidding on future government contracts," he explains. "If that constitutes your entire business, this can be a professional death sentence."
Finally, companies turn to Adam for assistance with government contracting and export control ligation and dispute resolution - including prime and subcontractor disputes; bid protests; and Contract Disputes Act claims to the boards of contract appeals and Court of Federal Claims. Selling to the government, Adam notes, is similar in some ways to other supply work, as in the automotive industry - but includes an additional suite of regulations that require equal opportunity, non-discrimination and open competition.
