Mike's practice focuses on advising corporations, insurance companies, and other regulated businesses on complex regulatory, corporate, and governmental matters, including matters before state agencies and quasi-judicial public boards and commissions. He draws on decades of experience working with regulators and public entities.

Ranked by Chambers & Partners as one of Florida's leading insurance lawyers, Mike is widely recognized for his role in shaping Florida's modern insurance system.

Beginning in 1992, Mike served as General Counsel to the Florida Residential Property and Casualty Joint Underwriting Association and later its successor, Citizens Property Insurance Corporation. In those roles, he helped secure billions of dollars in reinsurance and catastrophe financing, structured the 2002 merger of the Florida Windstorm Underwriting Association into Citizens, and led the successful effort to obtain tax- exempt status for the organization. He also drafted the legislation creating the Louisiana Citizens Property Insurance Corporation and its tax exemption. This experience continues to inform his counsel to insurers, navigating regulatory scrutiny and market challenges.

Mike's civic leadership reflects a long-standing commitment to public service and community engagement. Over the course of his career, he has held senior public roles at the municipal and state level, experience that has informed his understanding of how government decision-making, public policy, and regulatory oversight affect businesses, insurers, and local communities.
