Biography

Jennifer Roe joined Capitol Advocacy as a legislative analyst in 2015, bringing over 5 years of experience working as a Legislative Director, Communications Director and Capitol Director for several members in the State Assembly, including two minority leaders. As one of Capitol Advocacy's legislative analysts, Jennifer's knowledge of the process, her background on policy issues and her strategic communications skills prove invaluable for the firm's clients.

Along with analyzing legislation, Jennifer reviews budget proposals, monitors oversight and informational hearings, drafts position letters, and keeps track of all regulatory matters of interest to clients. Further, Jennifer monitors and sends daily media coverage to the clients, and implements the firm's marketing functions.

Understanding the policy objectives for each client, Jennifer's analytical communication, research, and writing skills provide timely updates with relevant information about issues pertinent to them. At Capitol Advocacy, her policy focus includes business, biotechnology, environmental and Proposition 65, education, medical cannabis regulation, and public safety issues, serving as a knowledgeable resource to clients within those industries.

Prior to joining Capitol Advocacy, she served for the Vice-Chair of the Assembly Business & Professions Committee, working closely with key stakeholders on issues related to consumer protection and scope of practice. Jennifer also handled a wide variety of other issues including Proposition 65 reform, workplace flexibility, automotive repair oversight, public safety, and utilities. Her firsthand experience working for several members of the State Assembly allowed her to build key relationships both in the Legislature and the Administration.

Originally from Sacramento, Jennifer graduated with a bachelor's degree in Business Administration, with an accounting focus, from California State University, Chico. She lives in Rocklin with her husband Kyle and daughter Emma.
