Allyce Heflin joins Southern Strategy Group after most recently serving eight years as the Budget Chief for the Florida House of Representatives' Education Appropriations Committee. Allyce, originally from the Pensacola area, moved to Tallahassee in 2004 and began her professional career in the Budget Office of the Florida Department of Education. Allyce soon was appointed to the position of Legislative Analyst in the Florida House of Representatives as the K-12 education funding expert being solely responsible for the calculations of the Florida Education Finance Program (FEFP), which is the primary funding formula for K-12 public schools.Allyce is an expert in education policy and funding and has worked intensively with the Office of Early Learning, Florida Department of Education, Board of Governors of the State University System, and Florida State Board of Education. Allyce has been intimately involved in education reform efforts since 2007 and has worked closely with legislators and education reform advocates on funding issues and legislation for charter schools, Tax Credit Scholarships, education savings accounts, education technology, state college and university performance funding, and fixed capital outlay funding. Allyce is also an expert on ad valorem taxation and the legislative and the appropriations process.Allyce earned a BSW from the University of West Florida and an MSW, with a particular focus in Social Policy and Administration, from the Florida State University.Allyce is a devoted mother to her three children. Allyce enjoys participating in music and the arts in her free time and both sings with and serves on the Board of Directors for the Tallahassee Community Chorus and the Advocacy Committee for the American Heart Association.
