Introduction

I co-founded The Capstone Group, a full-service public affairs and government relations firm representing fortune 500 companies, non-profits, and trade associations. Our bipartisan relationships, decades of experience at the Colorado state capitol, and historical knowledge of Colorado politics ensure our clients achieve effective public policy objectives. Our firm has also engaged on behalf of clients at the city and county government level, monitoring council agendas and meetings, engaging local stakeholders, meeting with local officials, and preparing op-eds for local news. I have experience representing clients on land use, health care, climate, transportation, preK-12 and higher education, telecommunications, tourism, business and tax policy issues.

Achievements

Christine has successfully lobbied for robust policy and tax incentives for rural and urban historic preservation and alternative fuel vehicles, innovative financing models including social impact bonds and public private partnerships in higher education, K-12 and human services, modernizations of telecommunications and broadband statutes, and establishment of a framework for the operation of autonomous vehicles. In the area of higher education, she has secured reforms to the funding formula, investment in capital projects, open educational resources and scholarships, and policies to support military veterans and first generation students in public higher education institutions. Christine has secured funds for programs in educator preparation and support, cybersecurity, and various incentives and loan forgiveness in the education and health care arenas. She has also been successful in achieving client goals through a number of state regulatory and procurement projects, and in targeted local government lobbying.

Biography

A native of Colorado, Christine was hooked on politics and policy on day 1 of ninth grade Civics. She double majored in Contemporary Public Affairs and Political Science at the University of Denver, and concurrently worked on issue campaigns and lobbied at the local level for CRL Associates, where she continued after graduation. Five years of organizing PTA volunteers, focus groups, and media outreach led to a communications position at the State Capitol, and state level policy became her passion. She was recruited to be Policy & Communications Coordinator for the Colorado Children's Campaign. In this role, Christine traveled throughout Colorado and the country, serving as spokesperson with the media and advancing the organization's mission through outreach to a broad range of audiences including lawmakers. Subsequently, Christine moved to Children's Hospital Colorado, charged with building an effort to influence policy at the local, state and federal level. The program quickly established the institution as a premier voice in the policy arena and received national recognition. Christine next partnered up to launch The Capstone Group, committed to building a client base that allowed her to work on a host of interesting issues with interesting people. Christine is grateful to have been selected as a Marshall Memorial Fellow, which gave her an opportunity to study policy issues in numerous Eastern and Western European Countries, and has connected her with a vibrant network of policy geeks around the globe. She is also a frequent guest lecturer at the University of Denver's Sturm College of Law.
