Luc brings almost two decades of government affairs experience to the Duane Morris Government Strategies team, grounded in a deep academic background in international relations, international economic policy, and global trade dynamics. He has spent years studying the intricacies of international trade, identifying impediments to both bilateral and multilateral commerce, and developing pathways to pragmatic solutions that foster economic cooperation.
In Government Affairs Consulting, Luc's work spans multiple sectors and organizational types, resulting in tens of millions of dollars secured to meet clients' programmatic and capital needs. He specializes in assisting start-up technology firms focused on defense and national security applications and leverages these insights to help nonprofits secure discretionary funding. His policy expertise extends beyond international trade to encompass federal appropriations, health care policy, energy policy, and subsidy programs. He has also worked extensively and successfully with clients at the state level of government across multiple states, spanning numerous policy areas, grant/subsidy programs, and appropriations processes. Luc calls Pittsburgh, Pennsylvania, home with his wife and three children.
Prior to his consulting work, Luc served as Operations Director for the Ontario Progressive Conservative Party in Canada, managing a multimillion-dollar budget, supervising policy advisory committees, and leading communications and campaign training for 107 electoral districts. Before that, he served as Executive Assistant to the Leader of the Ontario P.C. Party. Luc holds a master's degree from Western University, where his studies concentrated on international economic policy and the strategic dimensions of the global trade system.

Ted brings a diverse background from over a dozen years of professional experience in the business, governmental and political arenas. He currently handles DMGS business matters in Philadelphia, PA; New Jersey and Washington, DC with a special emphasis on political and grassroots consulting. Prior to joining DMGS, Ted was a Principal at GSP Consulting, a predecessor to DMGS, where he led their operations in Southeastern PA and New Jersey.
Ted has worked on political campaigns on the local, state and federal levels in numerous states, including New Jersey where he once served as Executive Director at the New Jersey Republican State Committee. He has also worked for a national political party organization, and served as a political appointee at the U.S. General Services Administration, the federal government's procurement and acquisition agency. In addition, Ted has worked for several major private-sector organizations that include Comcast, IBM, and New Jersey-based ADP.
Ted served as State Director for the Trump Campaign in Pennsylvania, helping win the state for a Republican Presidential candidate for the first time since 1988. Ted was also responsible for running the Delegate races during the primary and served as the Floor Whip during the Republican National Convention. He also served on the Trump Presidential Transition team, Trump for America.
Ted received a B.A. from William Paterson University in Wayne, NJ and a M.A. from Rowan University in Glassboro, NJ. He was appointed to the Pennsylvania Workforce Investment Board in 2012 and sits on the Bucks County Redevelopment Authority.

Anne Dudro brings over two decades of expertise in federal policy to the Duane Morris Government Strategies team. Throughout her career, she has been committed to crafting and executing innovative strategies that address complex challenges while promoting effective public policies.
Before joining DMGS, Anne co-founded and served as managing partner of Commonwealth Consulting Partners, a Pittsburgh-based government relations firm. There, she specialized in helping clients achieve immediate objectives and long-term goals through tailored government affairs strategies, focusing on grant procurement, education, and emerging technologies. With a collaborative team approach, Commonwealth Consulting Partners successfully secured millions of dollars for clients through competitive federal and state grant programs and competitions.
Anne's extensive consulting experience also includes her tenure as a Senior Associate at HCM Strategists, where she spent seven years managing diverse client portfolios. Her work included overseeing philanthropic initiatives for Fortune 500 companies and leading multi-million-dollar projects centered on education and healthcare across the United States.
Anne spent seven years in President George W. Bush's administration, holding several key roles. From 2006 to 2008, she served as Chief of Staff for the Office of Elementary and Secondary Education at the U.S. Department of Education under Secretary Margaret Spellings. Prior to that, she held two staff positions at the White House from February 2002 to February 2005. As a member of the Office of the Deputy Chief of Staff for Policy, led by Harriet Miers, Anne coordinated and managed four policy councils and the presidential policy development process. Earlier, she worked in the Office of Speechwriting, collaborating with senior communications and policy advisors to ensure Administration policies were accurately conveyed.
Anne began her career at the political consulting firm American Continental Group, where she established a strong foundation for her subsequent leadership in public policy and strategic consulting.
A graduate of St. Lawrence University with a degree in Government, Anne now resides in Pittsburgh with her husband and three children. She is actively involved in her community and has served on numerous boards.

Thomas Jay Ellis is Managing Director of Pennsylvania Government Affairs for DMGS in its Philadelphia office. Tom also serves as Special Counsel to Duane Morris LLP in its Corporate Practice Group, concentrating in municipal finance. Tom previously spent 24 years with Ballard Spahr LLP as a partner in its Public Finance Group. He has worked on a variety of tax-exempt financings, primarily with Pennsylvania local government and authority issuers, as well as colleges and universities. Tom was unanimously elected chairman of the Board of Commissioners in Montgomery County, Pa., in 2006. He held that position until January 2008 and was vice chairman of the board from 2004 to 2005. In 2008, Tom was the Republican candidate for state treasurer in Pennsylvania. Prior to his election to the Montgomery County Board of Commissioners in 2003, he served on the Cheltenham Township Board of Commissioners from 1990 to 2002. He previously served as a member of the Cheltenham Township Planning Commission and Cheltenham Township Citizens Advisory Committee and on the Board of Directors of the Moss Rehabilitation Hospital. He has also served on the Board of Directors of the Pennsylvania Association of Bond Lawyers and Independence Blue Cross.

The Montgomery County Board of Commissioners appointed Tom to a five-year term on the Board of the Southeastern Pennsylvania Transportation Authority (SEPTA), beginning on September 1, 2001. He was reappointed to a second five-year term in 2006.
Tom is a graduate of the University of Pennsylvania (B.A., summa cum laude, 1982), where he was elected to Phi Beta Kappa, and the University of Pennsylvania School of Law (J.D., cum laude, 1985), where he served as editor of the University of Pennsylvania Law Review and was a member of the Order of the Coif.

Ryan was named to City & State PA's "40 under 40" list in 2022. The list recognizes the most prominent leaders in Pennsylvania government, advocacy, labor, business, academia and media who are under the age of forty.
Ryan brings a diverse background in government and politics to DMGS. He is currently based in Harrisburg, Pennsylvania, where he focuses on multi-state government affairs, business development, issue advocacy and grassroots consulting strategies. In his role with DMGS, Ryan has assisted clients in Pennsylvania, New Jersey, Michigan, Oklahoma, Florida, Virginia, Tennessee, Los Angeles, Texas, and more. Ryan also assists clients with legislative tracking in all 50 states.
Prior to joining the Duane Morris team, Ryan served as the District Director for state Representative Sheryl Delozier in Cumberland County for three years. In this role, he was tasked with managing outreach in the district office and working hand-in-hand with local elected officials and other community stakeholders. He was also instrumental in conducting legislative research and working in a bipartisan manner with the Criminal Justice Reform Caucus. Ryan also served as an alternate member in place of Rep. Delozier on the Pennsylvania Commission on Crime and Delinquency.
Previously, he served as the Deputy State Director and Regional Field Manager at the Republican Party of Pennsylvania where he specialized in grassroots organization and outreach.
Ryan is a former member of the East Stroudsburg School Board, having been the youngest elected official in Monroe County’s history at the time of his election in 2013.
Ryan is a 2014 graduate of East Stroudsburg University where he received a B.A. in Political Science with a minor in German. He currently resides in Harrisburg with his wife, Amanda.
