Frances earned a Bachelor of Science from Oregon State University and a Master of Arts from The George Washington University. While attending graduate school in Washington, D.C., she interned for the late Senator Ted Stevens and later worked for Alaska Governor Frank Murkowski. She spent seven years at the Alaska Department of Fish and Game in Juneau, where she developed a deep understanding of regulatory processes.
Frances has been a registered lobbyist in Alaska since 2018, representing a broad array of clients. She ensures her clients' voices are heard while providing timely, real-time information that enables them to respond quickly and effectively in the fast-moving legislative process.
In addition to her government experience, Frances has served as executive director of four nonprofit organizations and brings extensive experience advising boards, senior leadership, and member-based organizations.
