Virginia performs analysis on environmental issues for Turner GPA. She brings to Turner GPA twenty-four years of experience as a Washington lobbyist for public and private sector organizations.

Virginia has advocated on behalf of greater Cleveland local elected officials, the regional public/private sector infrastructure partnership, and the Northeast Ohio Regional Sewer District, with expertise in Clean Water Act and Clean Air Act issues. She also served as a consultant to local elected officials in developing actions to cost-effectively comply with U.S. EPA and Ohio EPA requirements. She coordinated these activities with Congress, as appropriate. Emphasis areas include: wastewater treatment, watershed based pollution management, sanitary and combined sewer overflow abatement, regional water quality planning, air quality conformance, and transportation (environmental provisions of SAFETEA-LU, the most recent federal highway, transit, and safety reauthorization law).

Virginia has also advocated on behalf of environmental aspects of highway and transit authorization bills. She played a key role in bringing more than $2 billion in federal environmental and transportation funds to northeast Ohio.

As the Administrator of Transportation, Northeast Ohio Areawide Coordinating Agency, (the certified federal and state Metropolitan Planning Organization (MPO) for the five counties of greater Cleveland), Virginia wrote the first Transportation Air Quality Conformance Plan for northeast Ohio. This MPO is responsible for keeping the greater Cleveland region in compliance with federal and state environmental and transportation planning requirements in order to maintain full federal and state funding eligibility.

Virginia has also advocated on behalf of the Cleveland Advanced Manufacturing Program, with emphasis on securing funds for assistance to small manufacturers through the Manufacturing Extension Program at the Department of Commerce.

Virigina holds an M.S. equivalent, in inorganic catalysts from the University of Wisconsin as well as a B.S. (Cum Laude) in Chemistry from Michigan State University.
