November 2007:  Turner GPA Associate, Brent Eastwood is contributing writer for Rand Corporation's new book:
     Measuring the Statutory and Regulatory Constraints on Department of Defense Acquisition
Program managers and staffs of major defense weapons have often complained about the burden of federal statutes, regulations, and reporting requirements needed for DOD and Congressional oversight. The RAND Coporation decided to evaluate these concerns empirically in a study for the Under Secretary of Defense Acquisition, Technology, and Logistics. Brent toured several major weapons systems programs including C-17 and Global Hawk to collect data and present initial findings. He also designed part of the research methodology and wrote chapters on Congressional and DOD reporting requiremetns for both RAND publications. >>>Details of Book>>>
